Social Cost-Benefit Analysis of Delhi Metro Essay Key words: Transport, Air Pollution, Cost- benefit analysis and Shadow prices. Abstract: The growing demand for public transport in mega cities has serious effects on urban ecosystems, especially due to the increased atmospheric pollution and changes in land use patterns. An ecologically sustainable urban transport system could be obtained by an appropriate mix of alternative modes of transport resulting in the use of environmentally friendly fuels and land use patterns. The introduction of CNG in certain vehicles and switching of some portion of the transport demand to the metro rail have resulted in a significant reduction of atmospheric pollution in Delhi. The Delhi Metro provides multiple benefits: reduction in air pollution, time saving to passengers, reduction in accidents, reduction in traffic congestion and fuel savings. There are incremental benefits and costs to a number of economic agents: government, private transporters, passengers, general public and unskilled labour. The social cost-benefit analysis of Delhi Metro done in this paper tries to measure all these benefits and costs from Phase I and Phase II projects covering a total distance of 108 kms in Delhi. Estimates of the social benefits and costs of the project are obtained using the recently estimated shadow prices of investment, foreign exchange and unskilled labour as well as the social time preference rate for the Indian economy for a study commissioned by the Planning Commission, Government of India and done at the Institute of Economic Growth. The financial internal rate of return on investments in the Metro is estimated as 17 percent while the economic rate of return is 24 percent. Accounting for benefits from the reduction of urban air pollution due to the Metro has increased the economic rate of return by 1.4 percent. This paper forms part of the work done for a project `Economic Evaluation of Investment Projects in India’ funded by the Planning Commission, Government of India. About Metro Rail in Delhi Delhi, the capital city of India, is one of the fastest growing cities in the world with a population of 13 million as reported in the Census of India Report for the year 2000. Until recently, it was perhaps the only city of its size in the world depending almost entirely on roads as the sole mode of mass transport. The total length of the road network in Delhi has increased from a mere 652 km in 1981 to 1122 km in 2001 and it is expected to grow to 1340 km in the year 2021. This increase in road length is not at par with the phenomenal growth in the number of vehicles on these roads in Delhi. The cumulative figure of registered private and government buses, the main means of public transport, is 41,872 in 1990 and it is expected to increase to 81,603 by the year 2011. The number of personal motor vehicles has increased from 5.4 lakhs in 1981 to 30 lakhs in 1998 and is projected to go up to 35 lakhs by 2011. With gradual horizontal expansion of the city, the average trip length of buses has gone up to 13 km and the increased congestion on roads has made the corresponding journey time of about one hour. Delhi has now become the fourth most polluted city in the world, with automobiles contributing more than two thirds of the total atmospheric pollution. In this context, the decision of the Government of India to develop a mass transport system for Delhi providing alternative modes of transport to the passengers was most satisfied.

In act four of The Crucible, Arthur miller shows the varying views of justice of the characters How does Arthur Miller use a range of dramatic techniques in Act 4 to conclude his exploration of the theme of justice? In act four of ‘‘The Crucible’’, Arthur Miller shows a turning point for some of the characters and that they have an unfair and incorrect viewpoint of justice. In order to understand this, we need to look at how harshly John Proctor comes about to be judged by his wife and himself. Another key idea to explore is how Judge Danforth does not seem very fair in making judgements, as he believes he is honest and scrupulous whereas he is a strong believer of theocracy and his view of justice is warped. Another of the writer’s concerns is how a society ensures justice and fairness when it believes that its fundamental beliefs are under attack. John Proctor is at first one of the only characters in Salem who sees the injustices of the court. Due to his ethical and moral beliefs, he believes that by the end, the right thing will come about and justice will be served. Proctor is able to see that Abigail is using her authority to get rid of Elizabeth so she can take her place as his wife. "I'll not give my wife to vengeance." By saving his wife and friends, he himself ends up condemned. He does the right thing and dies for it, and once again, the court failed to recognise the truth because they were relying on their rulings of intangible evidence. By the end, Proctor seems purified as he does what is good even if it is going to kill him. In the film version, an extra scene shows Abigail talking to Proctor while he is imprisoned where she asks him to run away with her. However, by this time it is apparent that his feelings for her have changed and blue lights show this coldness. It becomes obvious that by this time he does not care about Abigail and even hates her. Furthermore, Proctor seems to take on the role of Jesus as he was persecuted and executed in similar ways to him. In addition, just before Proctor was hanged, Elizabeth said to him â€Å"You take my sins upon you† and Jesus took other people’s sins and died for them. These dramatic techniques cause the audience to think of Proctor as a heroic person who has done nothing wrong. Some of the terms that are frequently used in economics are; gross domestic product (GDP), real GDP, nominal GDP, unemployment rate, inflation rate, and interest rates. Gross domestic product is the money value of the nation’s productivity. GDP is the value of all finished goods and services produced within the country’s border. Real GDP is the market value of the final goods and services produced in a year. Real GDP means that it was adjusted for inflation so it will show a more accurate figure. Without real GDP our market values would look a lot higher than they really were and this helps us when trying to see what our productivity was. Nominal GDP is also known as the current dollar amount. It is the gross domestic product that has not been adjusted for inflation. Nominal GDP can be misleading because it does not adjust the inflation amount. For example if the nominal GDP figure showed that it shot up 10% but inflation has been 5% the real GDP has really only increased 5%. The unemployment rate is a percent of people who are not currently working but are willing and able to work or currently seeking. There are three different types of unemployment. The unemployment rate is figured by dividing the number of unemployed people by the number of people who are working and then multiplied by 100. Inflation rate is when prices for goods and services are on the rise. Inflation results in higher prices for the same amount goods and services one could have bought the year before for a lower price. Inflation gives high prices and lower purchasing power from consumers. The dollar amount becomes less than what it previously was. An interest rate is a percentage of the principle, which is the total amount of a loan, given by a lender for the use of an asset. The asset could either be a house or vehicle. An interest rate is usually based on an annual basis so this is also known as an annual percentage rate or APR. Somebody who has a high credit score shows that they have a good track record with other loans and monthly payments and will be given a lower interest rate. Somebody who has a low credit score is considered more high risk and will be given a higher interest rate. The three sectors; government, households, and businesses all have a circular flow between the three. The purchasing of groceries affects each one of the three sectors in different ways. It goes along with the law of demand and supply and the price level or inflation. Households decide and control what and how much to buy for consumption. The income effect has part of what consumers buy also. If there is an unexpected change of price this will affect the purchasing power of the consumer. Since households have control on what they buy and how much this will affect each business that contributes to the grocery stores. The competition in the grocery stores will affect the price of each item will affect what the household buys. Distribution also plays an important role in the economy by getting goods where people want them. If goods are in high demand this may affect the price level which may affect what consumers will buy. The government in turn will make some of their money on sales tax from the groceries. This tax will be used for expenditures that will go back into the economy. A decrease in taxes could affect the three sectors in a positive way. If there is a decrease in taxes there is a chance that more tax revenue is generated. The reason is because if people are bringing in more money into their households they will likely spend more money which will help businesses. If businesses are busy and making more money they will be more likely to hire more people who in turn will also be taxed which will help the government. A massive layoff of employees would hurt the economy and the three sectors. If people are out of work they are bringing in less money for their household. Since they will not have as much money as they are used to they are less likely to spend money which will hurt businesses. If businesses are not making a profit they may be forced to lay more people off. Because there are so many people laid off they will likely collect unemployment insurance which will cost the government more money.

The earth is getting warmer. the changes are small, so far, but they are expected to grow and speed up. Within the next 50 to 100 years, the earth will continue to heat up hotter than it has been in the past million years. as oceans warm and glaciers melt, land and cities along coasts may be flooded. Heat and drought may cause forests to die and food crops to fail. Global warming will effect weather everywhere, plants and animals everywhere and people everywhere. Humans are warming the earth?s atmosphere by burning fuels, cutting down forests, and by taking part in other activities that release certain heat- trapping gasses into the air. Humans all over the world need to get together and solve these problems. In the southern hemisphere, the warming is the greatest over Australia, southern south Africa, the southern tip of south America, and the area of Antarctica near Australia. In the northern hemisphere, warming is strongest in Alaska, northwest and eastern Canada, most of the Soviet Union, and parts of Southern Asia, North Africa and south west Europe. Climate has cooled in Great Britain and northern and eastern Europe. In the USA scientists found no overall warming trend in weather records kept since the nineteenth century, however keep in mind the United States covers only 1.5 percent of the earth?s surface. As warming continues, every place on the earth will be effected. In the frozen heart of the last ice age, 18,000 years ago, the temperature was only about nine degrees Fahrenheit colder then today. So a change of a few degrees can have a dramatic effects. Todays most sophisticated climatic models estimate the global temperature will rise between 3 and 9 degrees Fahrenheit in the next century. This could occur as early as the year 2050. Here are the large scale changes the rise might bring: As water warms it expands, taking up more space. So warmer ocean water, with added melt-water from glaciers, will rise by twenty inches to five feet in the next 50 to 100 years. Just a 1 foot rise in sea level can cause shorelines to recede a hundred feet, and in flat terrain, a thousand feet. If ocean waters rise several feet, whole beaches could wash away. Many homes, hotels, other buildings, and entire cities will be threatened. Salt water will pollute freshwater wells that millions of people use for drinking water. Coastal marshes, which are vital nurseries for fish and other ocean life will be endangered. Along undeveloped coast, marshes may survive because they can move inland with the rising waters. In many places seawalls and other human structures will prevent this process and the marshes will be destroyed.
